Vertical, hairline cracks (under about 1/16 inch) in a poured concrete wall are usually just shrinkage cracks from normal curing and are rarely serious on their own. Horizontal cracks, stair-step cracks in block walls, cracks wider than 1/4 inch, or any crack accompanied by bowing, sticking doors, or sloping floors are more likely tied to structural soil pressure and warrant a prompt inspection.
